2025 Policy Recommendations for Mr John Lee, Chief Executive of Hong Kong
Mind Mental Health Hong Kong Limited (Mind HK), a registered charity under Section 88 (91/16471), is pleased to submit the following policy recommendations as part of the 2025 Policy Address Public Consultation, in particular relating to the mental health of Hong Kong.
Hong Kong’s commitment to community-based healthcare — exemplified by the integration of mental health services into District Health Centres (DHCs) and District Health Centre Expresses (DHCEs) under the Primary Healthcare Blueprint and Primary Healthcare Commission — has made significant strides. Mind HK is proud to partner in the DHC Healthy Mind Pilot Project1, which demonstrates the effectiveness of mental health interventions situated within primary care. There is a growing need to strengthen, scale, and align public mental health efforts with international best practices and regional frameworks, notably the WHO Comprehensive Mental Health Action Plan 2013–20302 and the WHO Regional Framework for the Future of Mental Health in the Western Pacific (2023–2030)3 .
